Lead Qualifier Incentives

Here's a good one for our saved search and formula guru's:

First, I need to know if this request is even possible and second, how to accomplish it using a saved search OR a report...

Scenario:

Part I - easy
We want to implement an incentive program for our leads qualifier team (LQ) when a customer that was qualified by a LQ has a Opportunity converted to Closed Won with a Projected Total greater than $15,000.00. 

Part II - tricky
We only want to pay the incentive on the first $15,000.00 (or greater) opportunity to reach Closed Won.  (NOT the first opportunity created under the account.)
