Saved Search not showing Nill result

We work with Banks and Branches who submit work requests to us via the partner portal.  The problem I am trying to solve is how to get a branch with 0 items to show on any saved search as 0 items vs. being omitted from the result totally.  Currently a branch without items will NOT even show on a saved search.  The smallest quantity I can return is 1.
