Formula Field - text that contains

I'm trying to use a formula in a criteria to pinpoint items that don't have the proper text in a field.  I want to say,

WHEN {field} does not contain {text} then 'T' Else 'F'

I have experimented with some syntax but haven't gotten it to work properly.  I am sure it is something simple but any help would be appreciated.
