Commissions based on transaction line quantity?

I must be missing something, I can't figure out how to do this.  We need to pay $10 for every Widget a sales rep sells.  For example, if he places an order for 1 he gets $10, if he places an order for 97 he will get $970.

I've looked over the help and been poking around with schedules and I don't see how this is possible.

Can someone clue me in on how to do this?
