Paying commission to Sales Rep for Sales Order with multiple items

The Sales Rep belongs to Sales and Marketing Department.
When a Sales Order is created and Sales Rep specified, does the Sales Rep get the comission based on the full amount in the Sales Order?

If the Sales Order contains multiple items where Department includes Sales & Marketing, Services and others, who gets the commission?
