Multi-Location vs. Bins

I want keep inventory in different areas in the warehouse. For example I want to move items out of inventory and into an MRB area. I want to be able to see I still have the items butI don't want to be able to fulfill with those items.

Also I want to keep overstock in a seperate area and transfer inventory as needed.

Is it better to use bin locations or Multi-Locations?

Or does anyone have a better solution?
