Landed Costs

What happens when you receive a quantity of items into inventory, then transfer some out of inventory before you've received the vendor bill, then when the vendor bill comes in there is freight that has to be allocated to all the items, but not all of them are still in invetory?  Where/hoe does the freight get allocated?
