Is there a way to edit other user's event?

Sometime, we'd like to edit other user's event schedule because he is out of office.
I can see other user's schedule by selecting his calendar at activity tab,but
I can't edit events.
I confirmed that
・administrator role can edit other user's event.
・"Event access" is "public" at all events.
I'd like to allow editing event to every user.
