Sales Rules - need access to table

Our team has created multiple sales rules, each of which is linked to a list of specific countries.  When they view the rule in the UI, the list of countries is cut off at the bottom.  They have asked for a saved search or an ODBC report that will allow them to select a rule and see all the countries, or select a country and see all the rules for that country.  I can't find any way to do that in a saved search, but I also cannot find any ODBC tables that contain this mapping.  Can someone point me
