Unsubscribe to Marketing by Default

I just noticed something.  A new account defaults all new leads entered to unsubscribe when first provisioned.  It's in setup/marketing preferences. The box "Unsubscribe to Marketing by Default" is checked.

When did this happen? and why?

This is dangerous - if you have a recently provisioned account you should check this before entering leads or doing an import.
