Photos No Longer Showing Up in Campaign Emails

I'm using the same HTML I've always used and never had an issue before.
Now the links to the photos appear to be broken. All images are checked to be Available Without Login.

They show up when I save the Marketing Template (Send Preview Email), however when I schedule an actual campaign, the place holders are there, but no image. 

Is anyone else experiencing this? 

HTML for one of the pictures is:

This is indeed the  location in the NetSuite folder.... It is a PJPEG Image.
