Paypal Merchant Account Feedback (Too Good to be True?)

Would anyone have any experience with using a Paypal Merchant Account?

Basically, what I am being told by our rep sounds too good to be true. :eek:

He states our account will be locked at 2.2% for Visa, Mastercard, AMEX and Discover. This is not what is published on their site but the rep swears this will be true and will put it in writing.

There will be no reserve. There will be no qualified surcharges. The transaction fee is .30. The monthly fee is $20 a month including the gateway. On top of that, PayPal express checkout will be 1.99%. I know Netsuite does not support this there is a partner who is working on this now.
