PayPal Express Checkout Information

We have received a couple of orders via PayPal Express Checkout. Even had a customer thank us for being the only one in our vertical that did PPEC. (did not have the guts to say that is not true)

Here are a list of observations with the related case number
634098 No Phone Not on PPEC orders
634100 Customers cannot gain access to customer center
634099 No Bill To address on PPEC orders

The important one is 634098, you have no phone number.
