State/Province field

I am having an issue with how Net Suite handles state/province values. This seems so simple and perhaps I am just missing something but here's my issue.

When pulling  state from an address record on a customers address book sublis t you get the two digit ISO code/short name.

The problem is when trying to do a search on a custom record which has a custom field of type list record pointing to the state/province list. The value stored on the custom record is the integer internal id of the state/province. Naturally when I do a search on the custom record 'CA' for California on the customers address record does not equal 4 the internal id on the state/province list.
