Location On Hand

We were looking at a report in the system that should tell us Inventory Summary by Item. When we started looking closely at the numbers, the Location on Hand field is way off.  Does anyone know what the system is doing to calculate Location On Hand??? Below is the criteria and results of the report. The item we used to test the results shows 174 Location On Hand when we actually have 89 which is what shows in the Available column. Does anyone know the answer to this?
