Fixed Fee Charge Rules" sublist view in project record (custom view permission)

Howdy folks, I am having some issue with some user roles saving custom view saved search for "Fixed Fee Charge Rules" (project) sublist view. Admin can save the saved search, other roles can only save the basic custom view not the more option > saved search, there are no save button. Role has full permission for search and publish along with all the charge rules. Could not figure out what I am missing ? I wish this search had a option to select sublist then I could create a sublist and port it there.
