Did something change in the Make Copy function?

As of yesterday, my accountants can't use the Make Copy function on previously approved journal entries.  They get an error message that they need Edit level permissions in the Approve Journal Entries function.  I haven't changed anything in our processes or permissions; we have always been able to copy a JE and then update with new information and save as a new journal entry.  Did something change in the process flow behind the scenes?
