Unbilled Cost and Unbilled time report in project management.

In project management context, The "Unbilled Cost report" shows only approved expense report whereas in the "Unbilled Time report"  it shows both approved and unapproved time. Is this a standard behavior of netsuite? Is it possible to show an unapproved expense report in the Unbilled cost report?
