Can't get a workflow set field to populate a date/time field, defaults to xx/xx/xxxx 12:00

I'm trying to set the date/time on a field with a workflow set field value but it only populates the date and the time defaults to 12:00.

Im running this in Sandbox and the set field value is on a after field edit so when a value changes on a field it sets the date/time the change happened.
