I need to enter purchase orders and vendor bills by individual subsidiaries, however, the parent sub

We need the ability to enter purchase orders and subsequent vendor bills by individual subsidiaries, however, the parent subsidiary needs the ability to make all of the bill payments from the main cash operating account? Is this possible? What do other users with a "central banking" concept do?
