Workflow - If then

I want to create a workflow that when in a transaction form and the Department is selected, after field edit, then Class can only be X or Y. We have several departments and classes. For Example....Department is Service...it can be either Residential or Commercial. It can not be Install or Solar.  How can I create this?? Conditional format?
