Saved Search Formula Project Billing Budget/Count of Project ID's

I have a Saved Search where I am being asked to divide the Project Billing Budget Amount / Count of Project ID's.  The results show, but are incorrect.  I think I need to add a Type = Billing Budget; but not sure how to add to a formula.
