Ringing of CFDI Mexico Localization

Good day,

Can you support me with this question about the operation of Mexico Localization?

The ringing of an electronic invoice through one of the PACs that Mexico Localization uses internally, implies that the company issuing the transaction has an agreement commercial with the PAC for the generation of CFDI?

Does this have a cost to the issuer? can you tell us how to would handle and in any case with whom we can review the commercial part in case of apply ?
