Send email from transactions can't see include transaction checkbox

Normally when we send email from a transaction, there should be INCLUDE TRANSACTION check box show in Attachments tab.

But in a new customer's NetSuite account, I can't find INCLUDE TRANSACTION check box.

Do you know which setting caused Include Transaction check box disappear?
