Permissions for International Tax Reports

Other than best practice is there an actual functional reason why the following warning is given on the Permissions for International Tax Reports in SuiteAnswers.

This is in relation to the Script Deployments. I appreciate it is always good practice to set these things to roles specifically but in this case I want to give one additional person access to view the VAT100 and its breakdown without giving them a new role.
