Purchase Order - 1 Vendor - Multiple Line Items - Multiple Ship Locations

I have been asked to create a workflow for PO's with 1 vendor, multiple line items and multiple ship to locations.

Upon further research, I found that we could using multiple shipping routes (on a Sales Order), the multiple shipping routes feature doesn't appear to be plausible as it is referring to Sales Orders only.but I haven't been able to find any information on multiple shipping addresses on a purchase order.

We order multiple pieces of equipment, and ship them to our offices located across the country.  It isn't unheard of to order 20 pieces of equipment and have 10 go to Texas, 5 to CA and 5 to MA...
