Regarding Tax Control Accounts

Regarding Tax Control Accounts,  I need to do the quoted part from Tax Control Accounts overview in suiteanswer but I can't find in suiteanswer how to do it. Anyone knows how to do it?  Currently, there are two tax accounts - GST for Purchase and GST for Sales but I need a tax account for the balance due.  "Some users may prefer to see the balance due at any point in time. In this case, you need ONLY ONE account that would consolidate all your VAT or GST entries."
