How to prevent time being to and resources being allocated from projects?

A Project has been up and running and we realise we don't wish to allow further time to be booked to it. The relevant boxes are then unchecked, and indeed you cannot enter time against the project. However, you can still go into the project and schedule resource against project tasks. We don't want this to happen as it adds projects to our resource allocation grid but are unable to prevent it. Any ideas?
