NetSuite File Printing Issue for Work Travellers

When trying to print out a file for work orders with travelers when a png file is generated by one user it will print the picture on the work order but when the png file is generated by another user it will not print the picture on the work order.

The menu path is:
Advanced Manufacturing, Generate Travelers, Generate Work Order Travelers. After selecting the correct criteria and work order Submit Print Job is selected. Then the user goes into the file cabinet and selects the file.

What would cause this?
