nvl does not return desired result

I am still fairly new to javascript and am having trouble with what I thinks should requite a NVL statement.

My scenario:
Trying to run Invoice report, but also include any related purchase orders.

I got the report to return results where there is a related purchase order, but it does NOT include results where there is NOT a related purchase order.
