Employee Record > Subsidiary Field not Editable

OneWorld Upgrade - some employees have locked subsidiaries and others are able to be changed.  The only correlation we can see if that some of the ones locked down have departments assigned to the employee record and ones that are changable do not.

We are not sure if it has to do with entries made which does not appear to affect the capability to change the subsidiary.
