Run Billing Operations from a Project > Error: "Please enter value(s) for: Location"

I cannot find where location is missing

I have added locations to employees and items, and I still get the failure

I cannot find locations on customers, projects, or tasks.

Besides, in the invoice forms, the location appears mandatory but mandatory is not checked in the customization page.

I have also checked that "Make locations mandatory" is not checked in the Accounting Preferences
