Restrict roles to only see department results

I have a legal secretary that needs to be able to access certain legal bills in any of our 130 subsidiaries.

The Accounts Payable account is not restricted to that department. The expense went to her department.

She needs to be able to enter vend: lawyer XX and see if a vendor bill was entered or not and determine if it was paid.

I do not want her to see any other vendors. Is there a way to achieve this?
