Saved Search Maintenance

We have several public/shared searches created by a former employee and would like to assign ownership to someone new.  I notice the administrator can reassign ownership... is there a role based permission I could set to allow others to do this?  I have set both Perform Search and Publish Search to full.

Does anyone have suggestions to make this quicker?  I know we can search for a search by prefixing a global search with "search:", but that's on title, not owner.

Also on the same topic... Is there anyway to track saved search usage?  As we grow, we have created numerous searches. Many are no longer in use and could be cleaned up.
