Why global search works differently for different roles?

We are preparing to test a broad enhancement that comprises multiple custom records. I can use "pag:xxx" notation in global search to see all of the custom records with my Administrator role and with our Full Access role. We created roles specifically to allow business team members to participate in verification and validation testing. In the new roles, "pag:xxx" does not work. I can navigate to the records in question through the menu system, I can use a link copied from another role, but I can't see the records from global search.

From Administrator:

pag:customer rel --> Page: Customer Relationships
