Why I couldn't create a Sales Rule by State?

Hi,

I'm trying to create a sales rule selecting some States from my country, the problem is that I can't find the field "State" when I click on a New Sale Rule, the field that I found is County/State but this field is not available for a dropdownlist, Why the field State is not available? Is ther something into my configuration that I have to do to split out the field County/State?
