Saved Search | Why are there no results shown when used in list view for a role?

I have a public transaction saved search that runs unrestricted and list view is enabled.

When the search is run by Admin and Customer Service roles, the results are identical, as the Customer Service roles have EDIT access to these transactions.

When using the search as a custom view for transactions, no results are shown for the Customer Service roles, whereas the view works as intended for Admin.

What could be causing the list view to not display any results for customer service roles, if results are returned successfully when the search is run?
