Drop Ship / Special Order link missing on certain kit items?

We have certain kit items for some reason that do not have the normal drop ship/special order link under the Create PO column.  We have seen these on different types of the main member item with the drop ship/ special order check boxed checked and on main member items that are not checked drop ship/ special order.

Any thoughts as our only work around right now is to create a unlinked PO.
