How to combine multiple line items to a special order PO

How can I combine multiple SO line items into one special order PO?

The issue occurring is when I click on the Spec.Ord. for an item, it doesn't always bring over all items onto one PO. In the example below, I want to create one special order PO for items SR1179 and SR1288.

Here, the PO only pulls one item at a time.

I have verified that both items have the same preferred vendor.
