Edit User event suitescript not firing on webservices interaction with Inventory Ite

I have a suitescript on aftersubmit on the Inventory item record that works perfectly when using the UI. I need it to fire when the inventory item is being updated via webservice but it is NOT doing it. Just to test, I created an action workflow that calls the same aftersubmit user event, and set it to execute under a webservice context. It works but it's very very slow and sometimes it times out.

I have the following settings:
1. Setup/Integration/webservices preferences/Disable server suitescript NOT Checked
2. My UserEvent script is released, execute as admin and all roles are authorized to run it.
