Creating Time-Base Charge Rule with Filters via Script

Has anyone successfully created Time-Based Charge Rule with filters via Script?
I can create time-base charge rule without filters but it's throwing getSelectValue is not defined error.
I almost feel like the filter sublist is NOT a sublist but rather object similar to search filter but can't figure out how to set it on the server side without throwing error.

Anyone done this before?
