Unable to report on Location when entered at the Header AND Line level

We have a custom transaction form which displays a required Location field at the Header level AND at the Line level*. 

However, when reporting on these transactions, we have only been able to find the Header level Location field as a filter criteria or column heading. 

(How) Can we report on the line level Location on these transactions?
