How do I accurately monitor number of Campaign Emails Sent?

Is the 'Campaign Response Summary' Report an accurate number of Campaign emails sent? There are a couple of Saved Search suggestions in Suite Answers, but these don't seem to return the same numbers as the Report.

More importantly (to me), the number returned on that Report is significantly less than the 'Used Quantity' under Billing Information (and I am currently unable to send any more campaign emails!).
