Banning customers by IP address?

Is there a way we can ban customers by IP address? We occasionally have problems with credit card fraud - the same guy is creating multiple customersaccounts - different stolen credit cards, different addresses/names, different emails... so we don't really have a way to catch him. But if we could ban his IP address, maybe that would help. Hopefully then he'd at least move on to some other website to target.
