Block the Minimizing of Portlets on a Dashboard

I've been researching suiteanswers, help and searched extensively in here, and cannot find any information on the ability to NOT minimize portlets on a dashboard.  I have locked and published dashboards, and no matter what I do, I cannot stop the functionality of minimizing a portlet on a dashboard.  What I need is to keep the portlet on the top of the dashboard, without any chance of it being minimized by a user.

Any insight or thoughts would be appreciated.
