Give Manage Accounting and Tax Period permissions to custom role

I have a custom Role for my new Financial Controller. I have given this role the "Manage Accounting Periods" and "Manage Tax Reporting Periods" permissions, however he still does not have access to these pages or even the submenus on the Setup Menu. Does the role require additional permissions or can only Administrators access these?

The role also has Full permissions for the below, among others

Accounting Management

Accounting Preferences
