Form Signing Access Permission & Signing Onboarding Documents

I recently came across the custom permission "Form Signing Access." However, I cannot figure out what this is/what it does. We just got SuitePeople HR and I see an orange fill logo on some screens (screenshot below) but I don't know what this does. While setting up SuitePeople HR, specifically onboarding templates/plans, I have created tasks that link to a form and in the employee center I can fill in documents that it directs me to but I cannot sign. Even when I fill out the document, there's no way to save the document.

My questions are:

  1. What is the Form Signing Access permission?
