How to enable Workforce in NSPB?

Hello - we are running legacy SKU for NSPB (Standard Edition). In NSPB I do not see an option to configure Workforce Planning (Navigator→Application→Configure). I read that I might need a bundle to enable this. Is this true?

If Workforce Planning is available to configure, would I be able to integrate from ADP (using a flat file)?
