PIP Goal Plan

Content (required):I am trying to assign a PIP goal plan manually to an included worker, I have created a goal plan[Home->My client Groups->Goals->Goal Plans] and ran the scheduled process and the status is showing as succeeded but when I check the person profile no goal is being assigned to him. We are trying to run retroactive process. Could you please guide me in solving this issue.
