Which is better technically - OBIA on Linux or Windows? in terms of performance, capability, restrictions or other features. is there any advantage using Linux OS platform otherwise would be comfortable working with Windows

Seriously -- if it's certified, then it's fine to run. This kind of thing would almost always come down to existing infrastructure preferences & skillsets.
